Role Summary
At Cubic, we deliver intelligent transportation and payment systems that move millions of people every day. The Senior Director of Program Management – India plays a strategic leadership role, ensuring the successful planning, governance, and execution of high-value global programs delivered through Cubic’s India organization.
Reporting to the Chief PMO and partnering closely with the CEO of India, this role is central to driving operational excellence, transformation, and delivery alignment between global and India-based engineering teams. The Senior Director will define program management standards, lead large-scale delivery oversight, and ensure that all programs meet quality, cost, and schedule expectations while advancing Cubic’s long-term strategic goals.
Key Responsibilities
Strategic Leadership
- Translate the global PMO strategy into actionable plans for India, ensuring alignment with Cubic’s business priorities, governance frameworks, and delivery excellence model.
- Drive a high-performance culture built on accountability, transparency, and customer impact.
- Partner with global executives to harmonize processes, tools, and delivery models across geographies.
- Champion transformation initiatives that elevate program maturity, efficiency, and predictability.
- Develop and mentor emerging leaders to build a strong succession pipeline for program and project management talent.
- Serve as a trusted advisor to the India CEO and Chief PMO on operational performance, delivery trends, and program health metrics.
Program Delivery & Oversight
- Provide strategic oversight for all major programs delivered from India, ensuring on-time, on-budget, and high-quality execution.
- Lead monthly and quarterly program reviews, providing risk-based insights and corrective actions.
- Partner with global delivery leaders to ensure seamless coordination between India and rest-of-world teams.
- Implement structured mechanisms for red program reviews, escalation management, and continuous improvement.
- Proactively identify dependencies, constraints, and systemic risks — driving mitigations that protect customer commitments.
Resource Management & Organizational Effectiveness
- Define and operationalize a scalable resource management model that optimizes talent allocation across programs.
- Collaborate with Engineering, HR, and Finance to ensure workforce planning aligns with delivery needs and budget constraints.
- Build a high-performing PMO team through recruitment, coaching, and continuous professional development.
- Lead performance management processes with a focus on growth, accountability, and excellence in execution.
Governance, Compliance & Financial Control
- Establish and enforce a world-class governance model for program management within India operations.
- Drive compliance with internal standards, customer contracts, and regulatory frameworks across all programs.
- Oversee program-level financial tracking and forecasting to ensure cost transparency and fiscal responsibility.
- Support the Chief PMO in defining global reporting structures, tools, and dashboards for visibility and decision support.
Stakeholder Engagement & Communication
- Act as the primary interface between the India delivery organization and global PMO, ensuring clear, consistent, and proactive communication.
- Build and maintain strong relationships with internal business partners, customers, and external stakeholders.
- Present program performance, risks, and achievements to global executives and customers with clarity and confidence.
- Foster collaboration across engineering, product, and commercial teams to ensure alignment on priorities and execution.
Qualifications & Experience
- Bachelor’s degree in Business, Engineering, or a related field; Master’s or MBA preferred.
- PMP certification required; PgMP or MSP certification is a strong advantage.
- 15+ years of experience in program and project management, with at least 5 years in a senior global leadership role.
- Proven experience managing multi-country, multimillion-dollar programs (>$500M), ideally within transportation, infrastructure, or regulated industries.
- Deep understanding of program management principles, governance, risk management, and delivery assurance.
- Exceptional communication, negotiation, and stakeholder management skills, with the ability to influence at executive levels.
- Demonstrated experience driving transformation initiatives and implementing PMO frameworks at scale.
- Strong financial acumen, with experience managing program budgets, forecasts, and profitability metrics.
- Experience working in complex, matrixed global organizations; cultural adaptability is essential.
- Willingness to travel domestically and internationally as business requires.

- Accountable for governance, performance, and delivery of all India-based program portfolios.
- Partners with senior executives to drive business transformation and operational excellence.
